(REUTERS) – A minimum of 98 overs will be played on each day of the inaugural four-day Test between South Africa and Zimbabwe starting later this month in Port Elizabeth.The African neighbours will play the first test match shortened by one day from Dec. 26, with the International Cricket Council (ICC) granting it official status and welcoming countries to experiment with the format.ICC playing conditions deem that a minimum of 90 overs must be bowled per day during a five-day Test match, so play will be extended for an extra 30 minutes to accommodate the additional eight overs.A first-innings lead of 150 will be enough to enforce the follow-on in the day-night fixture in Port Elizabeth, 50 runs less than the runs needed in the five-day format.Test matches, the game’s oldest format, have witnessed a steady decline in attendances in recent years, throwing the door open to a number of novel means to engage fans, including the introduction of day-night tests.The format has come in for stiff competition from the game’s newer, shorter formats, such as Twenty20 internationals and domestic leagues across the globe.Officials and former players have acknowledged the need to make tests four-day affairs instead of five, hoping it would help them become more viewer friendly.

Generally speaking, we have 2 well organized systems moving through the region in the next 10 days, and it will be difficult to see any more than about 2 days in between the two. The map at right shows 10 day liquid equivalent precipitation totals. Thanksgiving looks dry. Here is the breakdown.Today we are dry with milder air and some sunshine. We start similar tomorrow, but we are likely going to see clouds build in the afternoon. Temps tomorrow remain mild.After midnight tomorrow night, we start to see light moisture moving into the western part of Ohio. Action will be rain, as temps stay mild on south flow. Through Wednesday several waves of moisture move through the state, before all action ends. We think we see anywhere from .25″-.6″ of rain over 100% of Ohio out of the entire event.We are dry for Thanksgiving. Expect some sunshine early, but clouds likely start to develop again later in afternoon and overnight.System number 2 comes through for Black Friday through Saturday. That system may start with some snow early on Friday, as temps are still chilly from Thanksgiving. But, as temps rise we see most action come as rain. Liquid equivalent precipitation totals should end up between .25″-.75″, with coverage at 90%.Significantly colder air comes in behind that system. Temps go well below normal, and we likely see some lake effect snow for later Sunday into Monday. We wont rule out a coating to a couple of inches of accumulations in that period, with coverage at 70%. However, by Monday afternoon, that snow moves out, but clouds stay.Dry and cold to finish the 10 day window for the 3rd and 4th, with clouds and sunshine. Temps will stay well below normal, but will moderate likely on Wednesday the 4th.

Mumbai: Accepting the recommendation of a panel headed by its former Governor Bimal Jalan, Governor Shaktikanta Das-led Reserve Bank of India central board on Monday decided to transfer a sum of whopping Rs 1,76,051 crore to the government. “The board of central bank decided to transfer a sum of Rs 1,76,051 crore to the Government of India comprising Rs 1,23,414 crore of surplus for the year 2018-19 and Rs 52,637 crore of excess provisions identified as per the revised Economic Capital Framework (ECF),” the RBI said in a statement. Also Read – India gets first tranche of Swiss bank a/c detailsThe committee had recommended the bank equity to be within a band of 5.5 per cent to 6.5 per cent of the balance sheet. However, the RBI board has decided to maintain it at a lower end of 5.5 per cent band to hand over Rs 52,637 crore excess to the government. The receipts from the RBI will give a fillip to the government’s efforts to boost the economy from a five-year low. Finance Minister Nirmala Sitharaman had last week announced a slew of measures to prop up growth even as the government tried to stick to the target of keeping fiscal deficit at 3.3 per cent of the GDP. The additional cash will now give the Centre more headroom for stimulating the economy. As a result, the RBI in its crucial November 2018 board meeting decided to form a committee to review the Economic Capital Framework (ECF) for the Reserve Bank. However, Patel quit before the committee could be formed. Subsequently, the panel was constituted in consultation with new RBI Governor Shaktikanta Das on December 26. Since 2013-14, the RBI has been paying 99 per cent of its disposable income to the government, which is battling to rein in deficits. As far as the dividend is concerned, the statement said “as financial resilience was within the desired range, the entire net income of Rs 1,23,414 crore for the year 2018-19, of which an amount of Rs 28,000 crore has already been paid as interim dividend, will be transferred to the Government of India (in March 2019)”. The government will get a higher dividend Rs 95,414 crore during the current fiscal as against the estimate of Rs 90,000 crore. The Union Budget 2019-20 had pegged dividend or surplus of the RBI, nationalised banks and financial institutions at Rs 1.06 lakh crore up from Rs 74,140.37 crore realised in the previous fiscal. In 2017-18, Rs 40,659 crore was transferred in dividend to the government.
Berlin: German Chancellor Angela Merkel Saturday hailed a swap of 70 prisoners between Russia and Ukraine as a “sign of hope” and called for the implementation of a 2015 ceasefire deal that Paris and Berlin helped broker. “This exchange of prisoners between Russia and Ukraine is a sign of hope… it’s worth continuing the hard work to implement the Minsk accord,” Merkel said in a statement put out by her spokesman Steffen Seibert on Twitter. “I am happy for the Ukrainian sailors and Oleg Sentsov who can finally return home,” she said. EDMONTON – Alberta Premier Rachel Notley says she will attend a meeting about the Trans Mountain pipeline in good faith and with an open mind, but the bottom line is the expansion project must get built without delay.Notley also says she will bring in legislation next week that would allow her to curtail oil shipments to British Columbia — regardless of the outcome of her Sunday meeting with Prime Minister Justin Trudeau and B.C. At least two off duty police officers and two civilians reported their cars vandalized by who investigators believe may be the same culprit or culprits. Around 3am Thursday was when the vandal struck; using bricks and rocks the four separate incidents roused vehicle owners from their sleep with a loud noise and upon inspection outside they found their windshields busted. No one was injured and all of the incidents took place in Breezy Brae and information is needed to solve this one. More seriously, a young man – 27 was beaten near fatally and had to be airlifted out of the country on the weekend. The man was found on Aviation Drive around 12:30am Friday, when emergency services were called. There were head, chest and leg injuries according to the police report. Police say they have already begun investigations even as they ask the public for help in determining who is responsible for this violent assault.
